The video is ****. Objectively, it is a false claim that leans on a rare and brief and dangerous drop in oil prices. The video pretends this is something oil companies would be happy with, and the video pretends this is something that Trump's policies brought about.
Both of those pretenses are objectively and demonstrably ****.
