He is handing Vance the groundwork. Vance needs things laid out for him. I can't see him capable of molding the foundation for Israel on his own. He has never really done anything in the past that was leadership material. He has always had fields leveled for him. Trump needs to secure Israel's agendas and policies before Vance can take over. Then Israel can take it from there.
