Doar says in the aftermath of the shooting he has watched footage of the event from multiple angles and he has found no cause for law enforcement on the scene to have shot Pretti for having a legally permitted, concealed handgun on his person.
In the footage he has watched, Doar says it is clear that Pretti's 9 millimeter handgun had been confiscated and that he had been restrained on the ground before the shooting.
During his interaction with the agents, Doar says Pretti is not visibly reaching for his firearm or threatening them.
"It looks like he had a phone in his hand, and it's hard to draw a firearm with a phone in your hand. So absent any other information, I have a hard time seeing why this would be a justified shooting," Doar said.
