Because things move at the pace they move at. There is no why regarding trump. It's trump, because that's who's in the office. If it was biden in office now, it would be biden. Or the auto-pen, or his double, or whatever.
The better question is why we are wasting public money on having a congress. We need to shut that agency down, since it no longer has any function to serve besides holding hearinga that are thinly veiled auditions for partisan "news" channels. .

I tend to favor Indian media when it comes to reporting on US antics. They are restrained, but they tend to let some truth through,
