If I recall correctly 13 service members died as the result of withdrawing from Afghanistan. I was not pleased with Biden's botched withdrawal.
If this "action results in 13 service members" being killed, could we call it a tie?

“We will measure our success not only by the battles we win but also by the wars that we end – and perhaps most importantly, the wars we never get into,” he said.
