The only reason China doesn't go whole hog with Russia is that China has a long memory, and Imperial Russia took Chinese territory druing what China calls the "Century of Humiliation." The USSR refused to give those territories back, and Russia still holds them today.
It is not China's intention to let the matter go, so they don't want to rely on Russia any more than they must.
OTOH, they love cheapfuel, and Russia can deliver through pipelines - the safest and cheapest method of moving petrochem.
