HOWEVER, in Virginia... The legislators were supposed to (according to the Virginia Constitution): 1) Pass the redistricting law, then 2) Allow one complete election cycle to pass, and then 3) Essentially pass it again before it takes effect.
Note: This was apparently intended so that the Virginia people could BE COMPLETELY AWARE of the changes, have one complete election cycle to think about the changes, and than RE-AFFIRM that they WANT the changes to be MADE LAW !!
SO, Democrats tried to call some OTHER law, that had LITTLE or NOTHING to do with the redistricting effort (mid cycle), as the 1st Redistricting passage (which it REALLY wasn't), and then call the most recent law (that passed 51% to 49%) as the 2nd Redistricting passage... BUT IN ADDITION TO THAT... the law was written in a CONFUSING manner that could EASILY affect voting by 2-3% points, AND, couldn't withstand a Virginia Constitutional muster BY ITSELF... ESPECIALLY in light of the recent 51% to 49% vote..
ANY HONEST JUDGE with ANY SCRUPLES would find FAULT with ALL of that... AND, as a matter of FACT... the ONLY ones that would NOT would be the ACTIVIST, BIASED & CORRUPT Democrat Judges...

EVERY STATE has their OWN Gerrymandering laws, and some go back to 1812 ! It's up to EACH state to implement their Gerrymandering in accordance with the laws of the state where it's being done... From what I've seen, that's EXACTLY what's been happening...
