That's how it was early on in OIF, it seems. I technically didn't qualify for the CIB according to regulations, but I was awarded it anyway due to blanket orders. As I said elsewhere in this thread, I even tried not wearing it a few times because I didn't feel I earned it, but I actually got in trouble for not having it on.
