The United States lost 23,000 jobs last month in a massive blow to Donald Trump’s boasts of a booming economy.
The bombshell jobs decline came despite economists predicting an 83,000-job gain in July. The Labor Department also revised down jobs figures for May and June by a combined 103,000, suggesting there were fewer jobs than originally thought.

By my reading, there was positive private sector job growth but losses in government jobs that exceeded the private sector job growth. That's a good thing, not a bad thing. It takes something like 5-6 private sector jobs to pay for a single government job.
