One recipe. That's how ya lower the price of gas.

And that's a hundred percent **** - except with deisel. 

With deisel, it's LIKELY ****.

It's LIKELY the blend could stay the same and a much cheaper hack could manage the issue.

The feds have never regulatef gasoline recipes for the 57 states. The states have alway had their own laws on that - and the refineries have bribed them to do so, much as big tobacco paid them to sue it. 

And another thing. "Followed by shortages and lines" is NOT a cause and effect argument. I saw a black cat and then twisted my ankle - make of THAT what you will. I make nothing of it - and nothing of your juxta-positioning of unrelated phenomena. The shortages were engineered - not regulated. And if they DID use regulations to engineer those shortages, that makes bribery bad - not regulations.

And let's not step over that YOU are making the pro-regulation argument, not I. Currently, there are FIFTY SEVEN SETS of regulations affecting the price of gas in the 57 states. And you are arguing for that, where I am arguing for ONE set of regulations.
