They did not believe the 17 million people missing death dates were alive. They simply saw no reason to go to the expense of searching for those death dates since the people in question are not being paid Social Security. Folks who died before they were even old enough to draw Social Security have no death dates that SS possesses. But 98% of those 17 million never filed for and never got Social Security. The SSA found tens of thousands - not tens of millions - of people who were dead and being paid. With give-or-take 70 million recipients, that is a tiny leak - not a river of blood.
