1. Unlike Reagan, Carter counted EVERYONE who was out of the work force - not just those drawing benefits. If Reagan had not changed the way the numbers were tallied, he'd have had worse unemployment numbers than Carter.
2. The workforce grew by more than half during Carter's years, because women were forced out of their homes and into the workforce from the policies of Johnson and Nixon.
