Putin is actually more concerned with the Ukraine joining the European Union, than he is about NATO.  As a member of the EU, Ukraine can walk away from their economic reliance on Russia...and Russia cannot afford that.

as a member of nato ukraine can allow nato to place nuclear bombs aimed at russia. he would be very concerned about that.

I do not think that NATO will accept Ukraine as a member for a very long time. I agree with Biden that Ukraine has the RIGHT to, ask for membership. Ukrainians that are really anti Russian can always move to Poland or Latvia. Odds are they would be welcome.
