Close the border. build the wall in the middle of the rio grande parallel to waterflow.
You've seen what type of fence they built, it wouldn't be that difficult to do in in the middle of the river. Create a concrete base dredged 3' below riverbed stick in posts 5" apart 20 feet out of the water. porous enough to limit damage from the water pressure during floods and such.

I am not playing games. I am adapting to life as it became socially corrupted by sole displacement as you become.
