If someone wants to get an abortion, they will simply have to travel to a different state in some cases. Abortions have declined every year since 1978 so I doubt that this alone is going to make a huge difference. Furthermore, of states reporting data (not all do.. they are not legally required to report).. only one has seen a yearly increase since 1990.
