Had you left out Biden's CIA, there are several viable options which would have ties to one or few leading personal in CIA. FBI, HLS, WHA, Foreign Affairs in both houses of the legislature.

But to single out Just Biden is typical one sided political mantra avoiding the whole means to keep one species fighting within itself until itself becomes extinct..
