Rifling was invented before the civil war..

bullets don't stop when the miss the leg of the target. perpendicular view doesn't show line of sight the bullet would be travelling and urban areas are filled with people. behind the person the cop grabbed.

so regardless your post is rhetorical or not, I nailed why the cop didn't pull his weapon. Second reason, the suspect wasn't firing anymore, he was fleeing which the cop realized he was out of ammunition.

That's a pretty primitive gun . . . it could just as well have exploded in his face !

You did no such thing at all !
From shooting point to leg  . . .  it would be pretty much at a 45 degree angle !
The bullet would bury itself in the asphalt, whether the cop hit the target or not !
