The USA Imports Oil from Canada and Mexico, we also used to get from Venezuela and Russia but these have stopped.

Transport by tanker is not all that expensive. The grade of oil is a more important factor. crude oil varies in density and what can be produced from it,
The production of oil seems far too complicated for you to address.
