fascism is a forn of government that rules transparently. And it's leaders genuinely cared about the will of the people.
Liberalism is a form of government that excells at hiding who is in charge (do you really think Joe Biden is president?) So that they can ignore the will of the people.
But all forms of government has people in charge.
