It depends on the point in the pregnancy that an abortion takes place. This will be debated in Kansas.  

It's not as sweeping and clear cut as yer OP implies.

It isn't being debated. Kansas has a constitution that guarantees abortion rights

But there can be amendments.

Do you know the particulars about the stage of development?  Or does Kansas go all the way to partial birth abortion?

And that amendment failed. Perhaps some other way but that is the best of my understanding.
