You're thinking of the Marshals Service - those are the Constitutional U.S. police.
The FBI was created to circumvent justice, not pursue it. The FBI is doing its job, plain and simple.
Whenever you see two agencies with the same exact function - a sheriffs office and a county police force, for example, - you know that corruption is at the bottom of it. An agency difficult to control gets supplanted by one that is easier to control. The legitimate agency has its funding cut to the point that its agents become lackeys of the courts - bailiffs, process servers, warrant enforcers. The investigative funding - the real money - goes to the crooked agency.

This does not apply in this case. The items in questions, (i.e. letters to President Trump and copies of letters sent by President Trump are not records filed or deposited with a clerk or officer of any court of the United States (under (a))...., so Section 2071 does not apply in any way whatsoever. Which is obviously the case, since the office of the President has sent out letters and correspondence since the inception of our nation and there has never been a violation of Federal Law for anyone failing to turn over such letters for historical record keeping.
