FBI leadership was put there by Donald Trump. Christopher Ray was appointed by Trump after Trump's commission of obstruction of justice by firing James Comey when Comey refused to shut down the investigation of Michael Flynn.

I agree...but maybe addressing the immediate threat is a starting point to get at the higher ups.
I believe the FBI is doing all this for public consumption...a little of their own medicine wouldn't hurt.
