What the rightwingers have done is they have made a list of the voting practices of people who vote for Democrats.

They notice that poor people have jobs that prevent them from going to the polls and will vote in greater numbers if they can drop off a ballot, or mail it in. So they ban mail in ballots and drop boxes.
