Answering a call from the public of a possible trespasser warranted the officers to approach and confirm his identity. If they were just driving along and decided to harass someone for watering while black you would have a point. There are no exigent circumstances involved in a daylight lawn-watering incident. And there was no manhunt afoot.
And even in YOUR scenario, he would be under no lawful obligation to produce ID, and a refusal would only result in temporary detainment - no charges, as no law compels him to produce ID. He just wouldn't get the fat settlement check that Pastor Jennings deserves and will get.

hyperbole aside the cops were just responding to a 911 call about a suspicious person on somebody else's property.
said cops ask for ID and dude chimped out and got belligerent, angry and unpredictable.
cops are not in the habit of taking the person's in question word for for who they are.
