This cop could have been a WORSE cop, of course. But the guy was simply watering plants. That is NOT a suspicious activity.

The issue is the cop is unaware of the law. And of citizen’s rights.

This wasn't **** Mayberry, officers were responding to a suspicious person and vehicle call. They would have treated a white person of interest the same, though they likely would have gotten a full name, full attention, and if available ID. Officers had no personal knowledge of the neighborhood or the gentleman.

Pastor Asshole was not on his own property.  The officer has every right to walk up the the Pastor and ask him a few questions.  He can even ask him to identify himself.  Yes, the Pastor could "plead the 5th" and refuse to answer any questions, and ultimately he would not likely be charged with anything.  But, he can be detained if the officer thinks the situation might look like a burglary, or a guy casing someone's house to commit a burglary.
