But to answer  your question Level III, which most cops use, are designed to stop HANDGUNS rounds.  Level IIIA and IV will are designed for rifles.  So no, a level III is not designed for most rifle rounds, to include an AR 15. That is why it is called SOFT BODY ARMOR.  The reason why the Army is going with a 7.62 because the 5.56 will not penetrate body armor.

Is Kevlar "soft" or "hard"?

To answer your question it depends on the level of the vest.
