“Bingo!” Savage replied. “They sent an ‘Unserviceable’ M16 so ATF could compare it and the new rifle and were told it was still considered an MG even if unserviceable since it was not properly destroyed.

it is literally EXACTLY what I told you.

why would they submit an M16 in order to approve an entirely unrelated weapon?

Thats the jacket I was telling you about.  There is a holster on each side depending on which hand you use.
Not bad!  That'd allow you to carry a full-sized pistol.  That's not typically what I wear day to day.  Mostly shirt, tie and slacks.  Not a lot of places to conceal.

On another note, I've seen some pretty nice denim type jackets which are Kevlar lined class iiia.  But, not a place to conceal carry like that jacket of yours.

Read the letter.  It plainly tells you.

But your arguments are trivial.  It is not an assault weapon nor was it designed for the battlefield.

Says absolutely nothing about discreet design.

One day at the NHTSA...

"Good morning.....we've come to establish the safety of our new car, the Vega."

"Did you bring a Space Shuttle, to demonstrate that this "Vega" is not a Space Shuttle?"

"No, but we did bring a DVD of "The Poseidon Adventure - The Director's Cut".....It's blu-ray."

"Cool....I'll write a letter."

But, what you believe the ATF says is irrelevant.

The ATF classifications have nothing to do with it.

Consider how it defines "machine gun" and how the military does.

The AR-15 was not developed to be a machine gun, it was an advance on both the concept and the doctrine informing the machine gun's development. The AR-15 was developed as an Assault Weapon. ATF doesn't speak that language. It speaks of "automatic" and "machine".

That's why the M16 is included in the application. Colt needed to demonstrate that the m16 was sufficiently MODIFIED so as not to fall under the ATF's definition of "machine gun".

This would not have been necessary were the SP1 a discreet design. But it isn't. It's an AR-15.

it is not what I believe the ATF said.  It is what they said.

The COLT AR 15 was developed to be a semi automatic designed for civilian use.

What the ATF certification said and what the DOD.  The NFA of 1934 defines weapons like the M16 as "machinegun.

He and Savage also cleared up a point of potential confusion on why the classification letter refers to the AR-15 as an “automatic rifle.”
“It is because (my thoughts) that they sent two rifles,” Stamboulieh offered. “One was an automatic rifle, and the other was the modified rifle made to be not a machinegun (a semi-automatic version).
