Need help: Is this a conflict of Interest?

Can only speak for my area. Was looking at starting a food truck as a hobby business, found they require three part sinks regularly tested with logs kept. Additionally all food had to be prepared in commercial kitchens. Surveyed a few dozen trucks, most ignored these guidelines. If they are there they should be enforced. Don't believe a person interested in enforcing existing regulations has a conflict of interest. If they were able to, by themselves, install new regulations then it would be a conflict of interest.

take an idea as a center hub topic, then line people around in a circle so everyone looking outside in has a radial interpretation of the whole argument. Wow, steering wheel controlling the conversation where everyone lost sight they only exist mutually evolving forward in plain sight.

Where is the conflict of compounding interest over social issues taking everyone? beyond understanding the simplicity of life evolving here now.

The thing is, they don't have a record of violations. They get some here and there, but overall, it's not bad. I mean, I can't tell you how many times I get the **** after eating at some restaurants. They get more violations than the food trucks. Yet, that's not an issue.
