Well, the conversation was about 'Transgenders' using 'Locker Rooms'.   And a 17 year old complaining about 'seeing a penis'.
So I brought up 'Age of Consent'.  Where each country has an arbitrary and different 'age'.  The point being 'arbitrary'.
So, at what point is 'seeing a penis'  'TOO SHOCKING' for a teenager?

The 50 States have different 'ages', from 16 to 18.

If it was in Germany or Italy and it was consensual, yes it would be legal.
