You know, like it would be legal for Hot Babe Teachers to **** their 14 year old male students.  
But female students would have to wait until they were 21 before anybody could **** them.

Well.  I will revert back to my original premise:  'Private Property'.  Read the Rules before entering.
Maybe a large 'Transgender Sign' in front of the Locker Rooms would help?

Well, in my opinion, if you have a penis, you should go to where the 'penis' go.
I'm not sure what the 'Law' says.
If you have a 'Members Only' establishment, you can pretty much write your own Rules.
If you have a 'Public Facility', you're at the mercy of whatever the State Rules are.

Well, on a traditional cultural level, I don't see the Big Deal about people using their own separate Locker Room.  I'm used to that.
Now, on a Progressive Liberal Level, I don't have a Problem with 'Communal' Shower Room.  As long as EVERYONE knows what the Rules are.
'Restrooms' are a bit different.  Most of that is done in a private stall.  No one is really 'watching' you as you do your 'business'.
On a side note, in parts of Asia, men and women use the same open pubic 'Restroom' at the same time and are visible to one another.

I must not get out very much.  

It's an issue. A lot of parents are rightfully upset about it, but what can they do? They make their voices heard at board meetings and such, but it's a federal law. So that's that.
