You can't negotiate for ownership of documents that were removed illegally.  Trump took documents knowing what he was doing was illegal.

Trump never notified the archives that he wanted those docs declassified.  Trump refused to return said documents after a year of requests.  The raid was legal and appropriate.  Biden immediately turned over the docs after it was discovered.
