And Las Vegas is in a giant bowl, ENTIRELY surrounded by mountains. So it is the basin into which a veritable circle of water drainage dumps at the velocity of gravity. When it rains over Las Vegas, the city gets hit with the drainage of all the surrounding hills. All at once. It's a recipe for disaster. And that disaster is averted by the good stewardship of the city's elders. 

No such stewardship exists in California. You have people **** in your streets, you fool.

If I look at Las Vegas, I see that it is NOT IN CALIFORNIA, nor is it close to any river likely to spill out of its banks.
Water and  rivers are nonpartisan.

I have already explained - in this thread - why Las Vegas is subject to catastrophic flooding, but for the excellent engineering invested in by the government of that city and clark county. Your post reveals you have not bothered to read the thread.
