The White House is part of MDW BUT is a separate Command.
The Secretary of Defense's office is in the Pentagon. He can not call the WH and tell a high up Presidential staff member to report to Ft Myers because I need a General to act as the Commander of the day. He could call and say...Captain.,.send a member from the WH Honor Guard to my office...I need a door knob polished.
A military officer assigned to the WH (0-5 +) would be out processed by members of the MDW Milpo. (where I worked) And he / she / it would (probably) be accommodated and a detail would be sent to the WH or the Pentagon. (The detail: E-7, 71L, 75D and a 64C) Any officer below would have to report to the Milpo.
When I worked there it was (I think a 0-5 and above) could just walk in and get served. Any officer below had to have a open window appointment and had to wait for his / her / it's number be called. A Captain came in and DEMANDED to be taken care off RIGHT away. My friend (aka Pops a 71L or 75D) told him you need a appointment and you need to wait until your number is called. The Captain told him I am giving you a order. My friend told him I really do give FK about you or your order. The Commanders office is down the hall 3 doors...go report me and Pops walked away.
Pops (a Black super soldier who was having a bad day) was later told by his section chief...I backed you 100% BUT next time...no four letter words. OK ! That was what the Commander was mad about. The Commander told the Cap to follow SOP and if there is nothing else on your mind...you are dismissed.

When I worked in the Milpo and they was nothing going on and I had to just sit there. There was a Army library there and I use to read books randomly.
