There is also the issue of the timing of when the first batch of Biden docs was discovered, and whether or not the DOJ and the WH conspired to keep it quiet until after the midterms as well.

He didn't declassify but even if he had the documents remain stolen government property. Your later point that the sensitive nature of the documents, their importance to national security, is unchanged.

Guilty of stealing classified papers. When he was a Senator. When he was the Vice President. He certainly did hold onto classified papers, and never even told government officials where they were being kept. Trump completely cooperated with the FBI.
