Tax cuts don't work when you are already running a deficit. 

It digs a hole. 

What you need is pay as you go. 

Paygo was a bill the democrats tried to pass in the 1990s. That made you have to cut or raise taxes to balance the budget if you wanted to spend.

And Trump was handed a really good economy and spent 7.8 trillion in four years.

The difference between Obama and Trump was Obama actually cut deficits.

Trump made them record numbers.
