Either government OWNS and OPERATES the means of production for the economy or it doesn't. The NYSE is, this very morning, selling shares of ownership in the means of production for our country across every single sector of our economy. People own the means of production for America, not the government. We are a capitalist country that has decided, as most countries have around the world since the time we crawled out of caves and started forming villages, that some functions in life are better handled collectively rather than individually. Shared control of the cost of snow removal or fire/crime prevention, or bridge/tunnel/canal construction and maintenance or healthcare, or water/sewerage treatment is not SOCIALISM, it is just smart capitalism.
