Precisely correct. The only reason rittenhouse is even named is that there is a danger the city can play him off as the culprit and escape responsibility. That's not so easy to do when he is actively defending his behaviors. State has their judges, it is a civil trial, not a criminal since they lost that avenue and using the illusion this isn't double jeopardy scenario because a person brings them to trial not the state.
