No they don't. In Washington, if a program has a budget of $100 billion and has a scheduled increase of $10 billion and they cut the increase to $9 billion...they say they cut spending by $1 billion. No, they didn't...they increased spending by $9 billion. Uh, Yes. Bill Clinton was a fiscal conservative. He cut budgets when he was the Governor of Arizona and He was just as prolific when he worked the budget for the US.
