Water does not "obey" anything.
Water is a simple chemical compound,it has no mind,it has no will, no ability to make decisions.
It freezes and turns to steam due to its chemical properties,which are subject to temperature and atmospheric pressure,among other factors.
This has nothing to do with evolution.Water does not evolve. It has never evolved and never will.
Evolution is a process that affects living organisms.
