There is even video of one of the cars on fire 20 miles away from where it derailed.

The fire was caused by a hot journal box on a freight car. That is where the axle bearings are located. There are sensors that should have informed the engineer of this, but apparently the sensor to this journal box was not functioning.
This has been a problem for many years.  The packing around the wheel bearings comes lose, the bearing gets hot from friction and the whole journal box catches fire. It is the responsibility of the railroad to see that the journal boxes are in working order. It is absurd to blame the Secretary of Transportation.
