The only way that dozens of ballots would ever be mailed to the same address is if twelve or more duly registered voters happened to live at that address and had all filled out and mailed in ballot request forms.  And when those ballots were returned, with the voters' names on each of them, each voter's name would be scratched through on the voter rolls.  No doubt, dozens of absentee ballot request forms may very well have been mailed to the same address.... I know my wife and I received several... but the town registrar will only send ONE BALLOT out per registered voter, and if the voter submits more than one ballot request, he will be visited by law enforcement.
 

Like long term care facilities residents still own homes with mailing addresses. Ballot harvesting is an orgaines methodology created to cover up checks and balances done only by computer name and mailing addresses. all those old people that don't remember what today is. People working there know the names of those incapable of voting and have ballots sent to the facitility where the corrupted employee takes care of names and addresses of those thye are assured will never vote again.
