Under oath lying can be a crime. Any other circumstance? Absolutely not. Even law enforcement is permitted to lie without penalty.

if law enforcement gives false testimony to convict someone there will be a stiff penalty.

If cops lie to a suspect to get them to implicate themselves it isn't illegal. Lying on the stand is illegal. Paying a porn star to not spread a story of what may or may not have happened isn't a crime.

charlie manson was convicted of first degree murder even though he was not there, he was convicted of ordering the others to kill.

Trump doesn't stand accused of solicitation of murder. Paying a whore to not release a personally damaging story isn't a crime regardless of the veracity of the whores claim.

Cohen didn't go to jail for paying women to keep quiet about Trump.
He went to jail for lying under oath, tax evasion and campaign finance violations. 
And Trump had nothing to do with it.
