Under oath lying can be a crime. Any other circumstance? Absolutely not. Even law enforcement is permitted to lie without penalty.

If cops lie to a suspect to get them to implicate themselves it isn't illegal. Lying on the stand is illegal. Trump doesn't stand accused of solicitation of murder. He went to jail for lying under oath, tax evasion and campaign finance violations.
