it's the poachers that is the biggest problem ....

The law Obama enacted did not affect or make unlawful in any way, shape or form the ability for Americans to go on legal  big game hunts or the legal hunting of  endangered animals as long as they didn't bring their trophies home .....

so, when Trump reversed it nothing actually changed because the import of ivory is still illegal unless it can be deemed antiquated (100 years old).
