no. The early usa was not merely a bunch of individuals. They were not subjects to a king...but the glue that held them together was nationalism. Laws were created that applied to all members of this collective....and yes that was absolutrly mandatory. A person cannot live in the usa and 'opt out' of thr law against murder.

in contrast what you are describing is simply anarchy.

  They were individual subjects of the old world king-kings, owned by the King as serf-peonage and subjected to various monarchical rule (no speech, no back talk, comply or die).  They successfully removed monarchical legal ownership rights and legally transferred the Kings ownership over to the individual citizen who acquired and enjoyed various sovereign rights protected by law. The new sovereign rights were meant to transfer over to each individual citizen not just a small group.

  The declaration of independence was a legal complaint, self ownership-self government is not anarchy.  Individual contract rights were protected, if you thought that you need protection from people who do not have auto insurance you negotiate an individual insurance contract for the insurance coverage protection.  An insurance person/persons does not get new special separated feudal-tribal monarchy rule powers that require everyone to buy auto insurance or suffer, excessive fees, fines, hyper inflating insurance rates and or jail time because everyone has the same individual contract rules including the insurance person/persons.
