Obviously, Oropesa obtained his guns illegally and could careless about any gun laws. Either on the black market or he stole them.

The LEO's were on the scene and did not appropriately respond. Their failure to act when initially confronted with an illegal alien discharging a firearm was the immediate, proximate reason five people died.
