In the case of the first balloon, Biden asked the Intel agencies and the military, and they told him that the best option would be to shoot it down over water, where they could more easily recover it and it would be less damaged, since impact with water is less destructive than impact with the ground, or places where people live.. He followed their advice. I agree with this entirely.
