The point of the original Tarzan novel was that the British elite ruling class, represented by Lord Greystoke, was genetically superior. His noble parents were killed in a plane crash and their baby was adopted by a female ape, and of course, because he was genetically superior, he became the leader of the band of apes.
Th whole story is, of course, nonsense. But it appealed to White people who read it, because they agreed with the premises: (1) White people are superior, even for life in the jungle; (2) British people are superior to other White people, and finally, members of the elite British peerage will always be superior socially everywhere.
Why doesn't anyone make a movie about a Black baby raised by apes?
(1) because Black people detest being compared to apes.
(2) because the purpose of any film is to make money from the public.
(3) and neither Black nor White people would actually pay to see such a film.

It's probably a liability issue...
