The rental car agent had no reason to deny him a car. The cop acted like a fool. No US citizen needs a passport to rent a car.
Hertz made a reservation, and they should let him have the car. his has nothing whatever to do with affirmative action.
If Hertz could not rent him the car, they should have told him when he made the reservation.
