It was, of course, a negotiation tactic.
And it worked in the sense that Social Security, Medicare, Medicaid and Obamacare were not affected by budget cuts.
The Freedom Caucus was denied what it really wanted. They were essentially castrated.

biden deceived amrica by not telling that ukraine threatened russia  and said it wanted to fight for crimea, which is pro russian. instead it acted like russia wanted to take over ukraine for farmland.

. biden wanted this war and refused to do any peace negotiations before the invasion
