You are correct in one thing: The clown was not charged with violating the PRA, for one reason... the PRA is not a criminal statute and this was a criminal indictment. He was charged with violating the Espionage Act. The Espionage Act doesn't care about classification and it doesn't care about whether anyone has called a particular document personal or presidential.
